About the role

This position works in the Building organizational unit. This is clerical work of moderate complexity involving the processing and issuing of various permits and providing customer services in the Building Department. An incumbent works within guidelines set by Municipal by-laws and departmental regulations to receive and process applications for plumbing, gas, electrical, building and other permits issued by the Building Division or receives and initiates the application process for rezoning, subdivision, preliminary plan approval and other permits issued by the Planning Division; checks applications and responds to enquiries related to zoning and property development; determine and collect permit fees from schedules for development applications and building permits, and issue duly processed application for building permits; enters data into the Permit Plan System; provides factual information and assistance to a variety of internal and external contacts; maintains a variety of records related to the work and prepares correspondence relating to permits and inspections. An employee of this class exercises some independent judgement and responsibility within clearly defined policies and procedures in performing assigned duties. Unusual or complex problems are referred to a supervisor who reviews work performance in terms of accuracy and ability to provide effective and courteous service to the public and other departments. Performs related work as required.

Qualifications include completion of Grade 12 supplemented by or including standard commercial courses and courses relating to the work plus sound related office experience involving public contact preferably in a Municipal Building or Planning department, or an equivalent combination of education and experience. Considerable knowledge of applicable departmental practices, procedures, rules, and regulations and of the requirements of other departments and agencies relative to permit application processing; knowledge of account classification and of recording and balancing remittances. An incumbent will have sound knowledge of record keeping and routine correspondence preparation. Working knowledge of the zoning and other related by-laws. A Customer Service Assistant will have the ability to deal effectively and courteously with the public, officials, and staff in supplying information and in explaining by-laws, regulations, and departmental procedures, and to work with limited supervision and exercise sound judgement in making decisions.

Pilot Recruitment: This position is posted under the terms of the 2023 Inside Memorandum of Agreement to enable the senior capable applicant to be confirmed into the regular part time position, subject to the successful passing of skills tests applicable to this classification, and that they are not subject to a performance management plan, and they have no discipline or recorded safety infractions in the previous eighteen (18) months.
