We are looking for a confident, self starting Transport Planner to join our friendly and committed Traffic & Transport Team. This is a varied and rewarding role offering a high degree of independence, professional autonomy, and the opportunity to help shape transport policy and services across the Winchester district.

About The Role

You will act as a key source of transport planning expertise within the Council, providing advice to internal teams—particularly Planning—on major development schemes and strategic projects.

A significant part of the role involves supervising Winchester’s Park & Ride service, including:

Working closely with bus operators to ensure high quality service delivery Carrying out site inspections and monitoring performance Managing the service’s finances, including securing government grants Leading the procurement of the next Park & Ride operating contract (tendering, bid evaluation, contract award)

You will also contribute to the development of transport policies and strategies, supporting work on:

The Winchester District Local Plan The City of Winchester Movement Strategy (WMS) Joint County/District transport initiatives Transport/Parking policy and wider transport related Council projects LGR alignment with adjoining cluster councils

Key Responsibilities

Provide transport policy advice for major development areas Liaise with Hampshire County Council on transport proposals and policy matters and represent the council as required. Work collaboratively with City and County engineers to promote and implement transport and environmental schemes. Advise developers and applicants on transport assessments and supporting information Monitor the effectiveness of transport policies and recommend changes where needed Work with stakeholders including transport operators and voluntary organisations in the management of public or community transport schemes where required. Support the councils cleaner/greener ambitions by promoting low carbon/sustainable transport and supporting the councils Carbon Neutrality Action Plan. Drafting of letters, reports and policies, managing transport budgets as required. To represent the council at public meetings to advise on transport matters. Inspecting transport systems including active travel routes for compliance/hazards.

About You

We are seeking someone who is:

Qualified to degree standard in an appropriate discipline Confident, proactive, reliable and able to work independently Skilled in transport planning, policy, and partnership working Comfortable managing contracts, procurement processes, and service performance Able to communicate effectively with operators, developers, councillors, and the public assertively presenting the councils position in a calm authoritative manner when required Able to maintain awareness of changes in the industry including sustainable travel, bus technology and government directives.

A full driving licence is essential for this role, and local knowledge of the Winchester area is a significant advantage.
